HSA-Eligible Plans in Texas: How the Tax Math Works

A health savings account is the only account in the tax code with three separate tax advantages. For higher earners paying full price for coverage, that is often the strongest argument for a high-deductible plan.

The three tax advantages

Contributions are deductible from income. Growth inside the account is untaxed. Withdrawals for qualified medical expenses are untaxed. No other account does all three, and the value of the first one scales directly with your marginal tax rate.

That last point is why HSAs matter more to higher-income households. A deduction is worth more to someone in a high bracket than to someone in a low one, which makes the same plan a materially better deal for a higher earner than for a subsidised buyer.

What makes a plan HSA-eligible

Not every high-deductible plan qualifies. The plan must meet IRS minimum deductible and maximum out-of-pocket thresholds and generally cannot cover services before the deductible, other than preventive care.

Marketplace plans in Texas are labelled as HSA-eligible when they qualify. Do not assume a plan qualifies because the deductible is large; check the designation, because contributing to an HSA without an eligible plan creates a tax problem rather than a benefit.

The strategy most people miss

An HSA does not have to be spent in the year it is funded. There is no deadline. Many higher-income households pay routine medical costs out of pocket, leave the HSA invested, and keep the receipts to reimburse themselves tax-free years or decades later.

Used that way an HSA behaves like an additional retirement account with better tax treatment than a 401(k), because qualified medical withdrawals are never taxed at all. After 65 non-medical withdrawals are taxed as ordinary income, which makes it function like a traditional IRA at worst.

Where the strategy breaks

Enrolling in any part of Medicare ends HSA eligibility. Contributions must stop the month Medicare begins, and because Part A enrollment can be backdated up to six months, contributions made in that window can become excess retroactively. This catches people who work past 65.

A high-deductible plan is also a poor fit if you have significant ongoing medical costs and limited cash flow, because you carry more of the early spending yourself. The tax benefit is real, but it does not help someone who cannot afford the deductible in the first place.

Coordinate this with whoever does your taxes

The value of an HSA depends on your marginal rate, and the contribution decision interacts with other deductions. For Texas households near the 400% subsidy cliff there is an additional wrinkle: HSA contributions reduce modified adjusted gross income, which can move you back under the line and restore a premium tax credit entirely.

Finding an HSA-eligible plan in Texas

Marketplace listings in Texas flag HSA-eligible plans explicitly, and most carriers offer at least one. Off-exchange HSA-eligible plans exist too, and because you cannot use a subsidy above the cliff anyway, comparing both is worthwhile.

The eligible plans in Houston, Dallas-Fort Worth, San Antonio and Austin tend to come with broader networks than the cheapest non-eligible bronze options, which occasionally makes the HSA-eligible plan both the better tax outcome and the better network. That is worth checking rather than assuming a trade-off exists.

What happens to the money if I change plans? Nothing. The account is yours permanently. You simply cannot make new contributions in a year you are not covered by an eligible plan.

Can I invest it? Most custodians allow investing above a cash threshold. Left in cash an HSA is a spending account; invested, it is a retirement account with better tax treatment than any other.

Can my spouse contribute too? Family coverage has a higher combined limit, and account holders 55 and older can add a catch-up contribution. Both spouses cannot contribute catch-ups to the same account.
