Buying Health Insurance in Texas When You Get No Subsidy

Above 400% of the federal poverty level there is no premium tax credit at all, which changes what you should be optimising for. Cheapest premium stops being the right target.

Why the rules changed for you specifically

Through 2025, enhanced federal subsidies meant nobody was cut off entirely; the credit tapered as income rose. Congress let those enhancements expire at the end of 2025, so the original 400% cliff is back. Above it, the credit is not smaller. It is zero.

That arrived in the same year full-price individual premiums rose sharply for 2026 across most Texas rating areas. If you are above the line you absorb the full increase with nothing offsetting it, which is why a plan that felt reasonable last year can look very different now.

When a subsidy is absorbing most of the premium, chasing the lowest sticker price makes sense. When you are paying all of it, the calculation shifts to total annual cost and network fit.

Total cost means twelve premiums plus a realistic estimate of deductible and coinsurance. Network fit matters more at full price too, because an out-of-network bill has no subsidy cushioning it either. For anyone relying on Baylor Scott & White, Memorial Hermann, Methodist, CHRISTUS and UT Southwestern, verifying the specific plan's directory is worth more than shaving $40 off the monthly premium.

Options that only make sense without a subsidy

Off-exchange plans are sold directly by carriers rather than through HealthCare.gov. They can never be paired with a premium tax credit, which makes them irrelevant if you qualify for one and genuinely worth comparing if you do not. Networks and plan designs sometimes differ from the on-exchange versions.

HSA-eligible high-deductible plans also become more attractive without a subsidy, because the tax deduction on contributions delivers a benefit that scales with your marginal rate. The higher your bracket, the more that deduction is worth.

Check whether you are actually over the line first

Modified adjusted gross income is not the same as salary. Deductible retirement contributions, HSA contributions, and for self-employed Texas households a SEP-IRA or Solo 401(k) all reduce it. Households that assume they are over the cliff are sometimes a contribution away from being under it, and the swing is worth several thousand dollars a year.

Where Texas households above the cliff usually land

A household that rarely sees a doctor is usually better served by the lowest-cost catastrophic protection plus an HSA.

Is it worth going without coverage? Almost never. There is no longer a federal penalty, but the downside is uncapped, and a single hospitalisation routinely exceeds a year of premiums several times over.

Can I buy coverage outside open enrollment? Only with a qualifying life event. Losing coverage, moving, marriage, divorce and the birth or adoption of a child all open a Special Enrollment Period.

Does my employer's plan beat this? Usually yes, if it is offered and affordable, because the employer contribution is money you cannot replicate on the individual market. Compare before declining it.
